From Garlinghouse to CLARITY Act: Wyoming Summit Becomes Hub for Crypto’s Next Regulatory Era
Ripple CEO Brad Garlinghouse will be a headline speaker at the Wyoming Blockchain Symposium 2026, with the company serving as a sponsor of the event that will also bring SEC Chair Paul Atkins into the conversation as Senate negotiations over the CLARITY Act remain unsettled.
SALT announced on July 29 that Garlinghouse will lead the speaker lineup for the third annual Wyoming Blockchain Symposium, an invitation-only gathering expected to bring together about 500 investors, blockchain developers, and policymakers. The event, hosted by SALT and Kraken, will take place at the Four Seasons Resort in Jackson Hole from Aug. 17 to Aug. 20.
Ripple has been named a sponsor at the “Grand Teton” level, joining companies such as Galaxy, Clear Street, and Multicoin Capital. The sponsorship places Ripple and Garlinghouse among the central figures at a major crypto policy event focused on regulation, institutional adoption, and the future of digital assets.
The timing of Garlinghouse’s appearance is notable. Ripple has recently put its lengthy legal dispute with the U.S. Securities and Exchange Commission behind it, while lawmakers continue working through unresolved questions surrounding cryptocurrency market structure rules.
The announcement comes as XRP trades near $1.06, with the token down close to 2% over the last 24 hours and around 1.5% over the past week. XRP’s daily trading activity has also declined, with volume falling to approximately $1.14 billion from $1.22 billion the previous day.
The event’s confirmed speakers include major figures from government and regulation, such as SEC Chair Paul Atkins, Sen. Cynthia Lummis (R-WY), House Majority Whip Tom Emmer, Senate Banking Committee Chair Tim Scott, and Comptroller of the Currency Jonathan Gould.
The symposium will also feature prominent crypto executives, including Galaxy’s Michael Novogratz, Cardano founder Charles Hoskinson, Stellar Development Foundation CEO Denelle Dixon, Custodia Bank founder Caitlin Long, Kraken CEO David Ripley, and Ondo Finance’s John Hoffman.
Discussions at the event will cover key themes across the digital asset sector, including U.S. and international crypto regulation, Bitcoin’s use as a corporate treasury asset, tokenization of traditional financial markets, and decentralized AI infrastructure.
The symposium is designed as a private industry forum rather than a conventional public conference. While formal panel discussions will be recorded and open for attribution, private evening sessions and excursions scheduled for Aug. 20 will remain off the record.
Ripple’s Policy Position and CLARITY Act Push
Garlinghouse’s appearance follows Ripple’s March 2026 settlement with the SEC, which ended the regulator’s enforcement case over allegations that the company conducted an unregistered $1.3 billion XRP offering. The company agreed to pay $150 million under the settlement terms.
Having Garlinghouse appear alongside SEC Chair Atkins after the legal resolution highlights the changing relationship between crypto companies and regulators as policymakers continue defining the industry’s future framework.
On July 22, Garlinghouse urged Congress to advance the Digital Asset Market Clarity Act, arguing that the bill would help protect consumers and provide clearer rules for the crypto sector. Coinbase CEO Brian Armstrong has expressed similar support.
Despite receiving bipartisan backing, the legislation still faces hurdles, including the need for 60 Senate votes and opposition from seven Senate Democrats who have raised concerns about ethics requirements and consumer safeguards.
Ripple’s participation also aligns with Wyoming’s growing role in blockchain innovation, as the state continues developing digital asset initiatives, including its recently launched FRNT stablecoin.
The Wyoming symposium could offer insight into the direction of future crypto regulation, especially if lawmakers fail to pass the CLARITY Act before the Senate recess.
Although the event is not expected to deliver major announcements, discussions between industry leaders and policymakers could shape regulatory debates in the coming months, including those ahead of Ripple’s Swell 2026 conference scheduled for Oct. 27–29 in New York City.
