Cardano News: Pogun Vote Signals a New Phase for ADA Governance

Cardano’s delegated representatives have voted against a proposal requesting 12.29 million ADA from the community treasury to fund Input Output’s Pogun Bitcoin DeFi initiative. The final Koios results showed 35.67% of DRep voting power in favor of the proposal and 64.33% against it.

The funds will remain in Cardano’s treasury, but the network will no longer have access to the revenue-sharing arrangement proposed by Input Output. Following the vote, Charles Hoskinson said IOG would change how it chooses networks for future product launches, rather than automatically placing them on Cardano.

Pogun is intended to bring Bitcoin into decentralized finance through a credit market, a yield product and a BitVM-powered bridge designed to provide a more trust-minimized connection. The proposal requested 12.29 million ADA, with repayment linked to quarterly EBITDA and calculated using a $2.95 million benchmark.

Input Output’s April 2026 proposal outlined a revenue-sharing model under which 20% of Pogun’s earnings would go to Cardano’s treasury until the original funding was recovered. After that point, the treasury would receive a perpetual 5% share from Cardano-related products. However, the version submitted to the on-chain governance vote did not include an explicit exclusivity provision.

Cardano requires both its Constitutional Committee and DReps to approve treasury spending. The Constitutional Committee unanimously backed the proposal, but DReps elected by ADA holders rejected it. The contrasting votes show how Cardano’s governance bodies can reach different conclusions on treasury allocations.

The immediate outcome is that Cardano preserves its 12.29 million ADA while giving up the potential revenue associated with the proposed agreement. That could become a consideration in future discussions about treasury growth and how community funds should be deployed.

The result is also notable because Input Output played a central role in Cardano’s development and continues to contribute to the ecosystem. Pogun’s proposal argued that Cardano was technically well positioned to support Bitcoin DeFi, but the project was not guaranteed to launch there. The DReps ultimately declined to approve the requested funding.

Hoskinson discussed the decision in a Sept. 18, 2026, broadcast. He said IOG would now select the network best suited to each individual product rather than treating Cardano as the default option. He added that an unfunded project could be deployed on another blockchain, while an ecosystem willing to provide support could potentially receive exclusivity.

Despite the policy shift, Hoskinson continued to describe Cardano as a strong technical candidate for Bitcoin DeFi, especially for applications interacting with Bitcoin-style transaction-output systems. His comments suggest that IOG is changing its deployment strategy rather than abandoning Cardano.

What’s Next for Cardano?

Hoskinson said Pogun remains scheduled to launch within 90 days of his Sept. 18 broadcast, which would put the expected timeframe around mid-December 2026. Input Output has not announced which blockchain will host the product, leaving open the possibility that another ecosystem could benefit from its future activity and revenue.

Meanwhile, Hoskinson said RealFi is expected to launch on Cardano in October 2026. The project will be another development to watch as the ecosystem moves forward after the DRep vote on Pogun.
