Bitcoin’s Next Move Hangs on Fed Signals After Congress Vote Failure

Bitcoin is holding between $83,000 and $83,600 even as Polymarket assigns a 61% probability to Democrats gaining control of both chambers of Congress in the 2026 midterm elections. The limited movement in BTC despite changing political expectations raises questions about which factors are currently driving the market.

Recent price action has put greater attention on Federal Reserve policy, which can influence liquidity and broader risk-asset conditions more directly than political developments.

The Senate rejected the CLARITY Act on September 15. The bill was intended to establish clearer regulatory boundaries between the SEC and CFTC for different types of digital assets. Bitcoin rebounded after the vote, showing little immediate reaction to the legislative setback.

On September 16, the Federal Reserve set its policy rate at 3.75%-4%. At the time, 16 of the 18 Fed officials expected additional rate increases that year, pointing to the possibility of continued restrictive monetary conditions.

Bitcoin’s Price Action

Bitcoin’s response to these events suggests that rate expectations may be having a stronger short-term influence than congressional developments. BTC recovered after the CLARITY Act vote but remained sensitive to the broader interest-rate outlook.

Still, one week of market activity is not enough to establish that political risk no longer matters for Bitcoin. Election developments typically unfold over a longer period and may become more relevant as the November 3 midterms approach.

Polymarket’s September 28 data showed a 61% probability that Democrats would control both chambers, while Bitcoin continued trading in a relatively narrow range. The divergence indicates that election expectations and BTC prices are not currently moving in lockstep.

The CLARITY Act’s failure also leaves questions around U.S. crypto regulation unresolved. The proposed legislation sought to clarify the respective roles of the SEC and CFTC, but without congressional action, regulatory oversight remains divided between the two agencies.

Regulatory classifications can also change through agency actions and future rulemaking, meaning the issue does not depend entirely on the outcome of the midterm elections.

The November 3 elections remain a key upcoming political event, while the Federal Reserve will continue setting monetary policy on its own schedule. Changes in interest-rate expectations could therefore remain an important factor for Bitcoin even as election probabilities fluctuate.

Bitcoin’s ability to remain within its current range through further Fed decisions may provide additional insight into how traders are balancing monetary-policy expectations against political and regulatory uncertainty.
