Cardano Investors Asked to Back a $5 Million Bet on Copper’s Next Record

Cardano Treasury Proposal Seeks $5 Million for Copper Bet With a 49.4% Break-Even Threshold

Toto Finance is asking Cardano holders to approve a 22 million ADA treasury allocation, worth around $5 million, to build a reserve backed by tokenized copper. Under the proposal’s calculations, the metal’s price would need to rise approximately 49.4% for the treasury to recover its investment if the entire budget is spent and ADA’s dollar price remains unchanged.

The initiative, known as the Cardano Strategic Copper Reserve, would bring physical copper exposure to the blockchain through digital tokens. Community voting closes on Nov. 15.

Toto Finance specializes in turning physical commodities into blockchain-based assets. Copper is often called “Dr. Copper” because market participants monitor its price as an indicator of industrial activity and global economic conditions.

How the Proposed Reserve Would Operate

Approximately two-thirds of the requested funding would be used to acquire exchange-grade copper held in a COMEX-approved warehouse near New Orleans. Each verified pound of the metal would be represented by a token called CuTT.

The company proposes storing the copper for 18 to 24 months, then selling it progressively over the next year. Net proceeds and any unspent funds would be returned to Cardano’s treasury within 36 months.

There is no guarantee that the treasury will recover its original contribution.

The remaining budget would cover storage, insurance, audits, oversight and project services. If all the requested funds are used and ADA’s dollar value remains stable, copper would need to appreciate by about 49.4% to reach the break-even point.

The proposal assumes copper will be purchased at $6.73 per pound and sold for approximately $10.06. Spending less than the full budget would lower the required gain. Conversely, if ADA strengthens against the dollar, copper would need to rise further to match the original contribution’s dollar value.

Toto Founder Highlights Potential Upside

Monty Metzger, Toto Finance’s founder and chairman, told CoinDesk that copper could generate returns exceeding the proposal’s break-even threshold, although he acknowledged that the commodity could also lose value.

“Copper has significant upside potential, with bullish scenarios projecting approximately 30% annual appreciation. At that rate, copper would appreciate 69% over 24 months, potentially more than covering the 49.4% break-even threshold. Of course, commodity prices can also decline,” Metzger said in an email.

He added that Toto would not directly profit from the proposal. According to Metzger, Cardano’s constitutional requirements for audits and oversight account for a substantial portion of the additional costs.

The proposed budget includes 2.64 million ADA for technology and project management, as well as a 441,732 ADA execution fee. Toto could also earn up to 278,291 ADA through margins on third-party storage and insurance invoices covered by the operating budget.

Those payments could total approximately 3.36 million ADA, or about 15% of the requested amount.

Toto Would Keep Commercial Rights to CuTT

Under the proposed arrangement, Toto would retain the commercial rights to its CuTT platform and revenue generated by the separately funded business. Cardano’s financial return would come from the eventual copper sales and any unused treasury funds.

Metzger said Toto hopes to expand the business to “$5 billion in tokenized copper assets,” adding that “Cardano could become our flagship showcase.”

CuTT tokens would initially be minted on Ethereum and locked in a bridge designed to facilitate the issuance of corresponding tokens on Cardano. The smart contracts and associated security reviews still need to be completed.

Metzger said platforms tracking tokenized real-world assets have “historically focused heavily on Ethereum-based assets.”

Toto would retain legal ownership of the physical copper. Metzger said an independent collateral agent and first-priority security arrangements would safeguard the treasury if Toto failed, although he did not identify the proposed agent.

Treasury Withdrawal Limit Adds Another Hurdle

Cardano’s remaining treasury withdrawal capacity could become a key factor in the community’s decision.

The existing rules impose a 500 million ADA withdrawal cap through approximately July 2027. By Oct. 16, withdrawals had already reached 457.4 million ADA, leaving limited capacity for new funding requests.

Approval of Toto’s proposal would use slightly more than half of the remaining allowance. Under the current framework, returning investment proceeds would not restore the withdrawal capacity consumed by the initial allocation.

Cardano’s recent funding history also highlights the challenge of securing community approval. In late May, the Cardano Foundation requested 7.8 million ADA for its 2026 summit but received 65.21% support, below the two-thirds majority required. The event was subsequently canceled.

Toto is seeking nearly three times that amount for its copper initiative. With voting scheduled to end on Nov. 15, holders must assess the potential returns against the break-even hurdle, operating costs and uncertainty surrounding future copper prices.
