Democrats Question CZ Pardon as $6.3B Binance Hack Fallout Deepens

Democratic lawmakers are continuing to investigate the circumstances surrounding Changpeng Zhao’s presidential pardon as Binance faces renewed criticism following a reported $6.34 billion security breach. The developments have placed the former Binance CEO under fresh scrutiny, particularly as he remains publicly involved in defending the exchange despite stepping away from its day-to-day management.

The October 29 attack targeted Binance’s internal wallet-signing infrastructure, enabling unauthorized transactions across multiple blockchain networks. Binance has committed to absorbing the financial losses, while Zhao has defended the exchange’s response and attempted to reassure its users.

Although CZ resigned as CEO in 2023, his relationship with Binance remains prominent. His continued comments on major company developments have raised questions about his influence and involvement following his departure.

CZ Pardon Draws Renewed Attention From Democrats

Democrats are examining whether political associations, financial relationships, or lobbying activities influenced President Donald Trump’s decision to pardon Zhao in October 2025.

The investigation expanded in May when lawmakers sent letters to 17 presidential clemency recipients, including Zhao, requesting information about their pardon applications. They also sought details about possible involvement from lobbyists, intermediaries, and political allies. The inquiry later extended to federal agencies responsible for processing clemency requests.

Binance’s latest security incident has added momentum to the investigation. On October 30, Maxine Waters, the ranking Democrat on the House Financial Services Committee, raised concerns about Binance’s reported links to the Trump family’s World Liberty Financial. She also highlighted the SEC’s decision to dismiss its case against Binance and CZ, along with Trump’s pardon of the former executive.

Zhao pleaded guilty in 2023 to failing to maintain an effective anti-money-laundering program at Binance. He subsequently stepped down as CEO and served four months in prison before receiving presidential clemency.

The congressional investigation aims to determine whether financial interests or political connections influenced the pardon. Binance’s security breach has broadened the controversy, bringing questions about the exchange’s oversight and responsibility into the discussion.

$6.34B Binance Hack Puts CZ’s Continuing Role Under Scrutiny

In its November 3 update, Binance estimated that the October 29 attack affected assets worth approximately $6.34 billion. The attacker reportedly accessed an internal wallet-signing service and carried out unauthorized transfers outside the exchange’s usual withdrawal procedures.

The stolen assets were moved across several blockchain networks, including XRP, Solana, Optimism, Bitcoin, and Ethereum. Binance reported that approximately $2.85 billion had been frozen or intercepted. The exchange also said it had replenished 98% of the affected token assets by October 31.

The attack was directed at Binance’s internal wallet infrastructure rather than BNB Chain’s consensus mechanism. No compromise of the blockchain’s consensus system was reported, separating the incident from a direct attack on the underlying network.

CZ has remained active in the public discussion surrounding the breach. After Elon Musk appeared to mock the incident online, Zhao responded by asking him to stop trolling and referenced Binance’s investment in SpaceX, which he said was valued at more than $1 billion.

Binance co-CEO Yi He later explained that the company had sufficient revenue to cover the losses without selling its SpaceX investment. CZ subsequently clarified that his comments were not an indication of an intended sale.

Binance maintains that it has adequate financial reserves to absorb the damage and is working to reinforce the affected systems. The investigation is ongoing, with independent cybersecurity reviews also planned.

Zhao’s continued public involvement highlights how closely he remains associated with Binance despite leaving the CEO position. He continues to address users, defend the exchange, and respond to developments involving its financial and operational activities.

The latest developments have created two major challenges for Binance: answering questions about its security infrastructure and facing renewed political scrutiny over its founder’s pardon. As Democrats continue examining Zhao’s clemency, the exchange must also work to restore confidence in its ability to protect customer assets.
