One Fed Decision, Two Opposite Bets: Citadel Calls for Hike While Crypto Expects Stability

Citadel’s macro team believes a potential Fed rate hike on Wednesday is not primarily a response to economic data, but rather a strategic opportunity for Chair Kevin Warsh to deliver a surprise move before markets fully price it in.

That divide has become the key market debate heading into Wednesday’s Federal Reserve policy decision.

Citadel, one of the largest U.S. hedge funds with approximately $67 billion in assets under management, is warning investors to prepare for a 25-basis-point rate increase this week instead of waiting until September. Such a move would raise the Fed’s benchmark interest rate target to the 3.75%-4% range.

Most analysts across crypto and traditional markets, however, expect the central bank to keep rates unchanged. Kraken economist Thomas Perfumo reflected the broader market view, saying that maintaining current rates is the most likely outcome for the July FOMC meeting.

The uncertainty surrounding the decision could create volatility across financial markets. A surprise hike would likely push Treasury yields higher and add pressure on risk assets, including Bitcoin and the wider cryptocurrency market.

Although a rate increase remains a minority view, traders have increased the probability of that outcome. CME Group’s FedWatch tool now places the odds of a hike at 35.8%, compared with 25.7% a week earlier. Still, there is a difference between acknowledging a possible scenario and actively positioning for it, with most investors continuing to expect a rate hold.

Bitcoin has remained cautious ahead of the Fed announcement. The leading cryptocurrency has struggled to maintain its recent momentum, falling from last week’s peak near $67,000 to levels below $64,000.

Citadel’s Case for Acting Before September

Citadel’s argument for a July hike is based more on timing and market psychology than on current economic indicators. The firm believes Warsh has a greater opportunity to influence expectations by moving now rather than waiting until a September hike becomes widely anticipated.

Frank Flight, head of macro strategy at Citadel Securities, said an unexpected rate increase would mark a shift away from the Fed’s long-standing reliance on forward guidance. He argued that such a move would push markets to react more directly to economic conditions rather than simply trading around expected policy decisions.

Flight also suggested that a surprise hike would strengthen perceptions of the Federal Reserve’s independence following years of debate over outside influence on monetary policy.

Forward guidance allows central banks to communicate their expected policy direction ahead of time, helping businesses and consumers adjust their financial decisions. However, critics argue that excessive reliance on guidance has encouraged markets to focus more on predicting Fed actions than evaluating underlying economic data.

Citadel’s broader argument focuses on the potential behavioral impact of a surprise move. The firm believes an unexpected hike could influence pricing decisions and wage negotiations before inflation pressures become more difficult to manage, potentially reducing the need for larger increases later.

That strategy depends on the move creating a genuine surprise. Flight warned that delaying action until September could weaken its impact because markets would likely view the decision as another expected step rather than a meaningful policy shift.

Fed Decision Hinges on Timing

Citadel believes the Fed’s next major move is likely to be a rate increase, with market expectations already moving in that direction. CME FedWatch data shows investors are increasingly preparing for a possible September hike.

The firm argues that if a majority of FOMC members already support tightening later in the year, they may be willing to approve an earlier move if it delivers a stronger policy signal.

The renewed rise in oil prices and ongoing tensions involving Iran have added another layer of inflation risk, further complicating the Fed’s decision-making process.

With investors divided between a widely expected pause and the possibility of an unexpected hike, Wednesday’s Fed meeting is set to become one of the most closely watched policy decisions in recent months.
